APPLICANTS MUST BE PERMANENT IN THE ASSOCIATE STAFF ANALYST CIVIL SERVICE TITLE OR BE PERMANENT IN A COMPARABLE TITLE ELIGIBLE FOR 6.1.9 TITLE CHANGE

The Department of Homeless Services is comprised of 2,000 employees and with an annual operating budget of over $1 billion. DHS is one of the largest organizations of its kind committed to preventing and addressing homelessness in New York City. Collaborating with other public agencies and not-for-profit partners, DHS works to prevent homelessness before it occurs, reduce street homelessness, and assist New Yorkers to transition from shelter into appropriate permanent housing.

The Department of Homeless Services seeks a Associate Staff Analyst in the Housing Emergency Referral Operations (HERO) Unit. HERO is the sole 24/7 DHS organizational unit that identifies and secures shelter for families and single adults who apply for emergency housing assistance. HERO is composed of seven sections: Placement, Transfers and Transportation, Vacancy Control for Families with Children and Single Adults, Data & Systems, Strategic Initiatives, Care Day Certification and Portfolio Management.

The Department of Homeless Services (DHS) Placement Division is recruiting for one (1) Associate Staff Analyst who will:

-Analyze the development and use of data and systems, ensuring effective data management, secure procedures, and data analysis.

-Analyze large amounts of project and financial data to accurately and produce reports and presentations.

-Ensure CARES, BCS, Cap Dash and other external/internal systems are continuously updated to accurately reflect what is reported from both the provider and directly operated facilities.

-Draft/edit reports, memoranda, Excel spreadsheets using formulas. Complete specific types of analysis as required and fulfill presentation or administrative duty as assigned.

-Assist with Implementing multiple specific or department-wide projects and assignments and provide direct support for office-wide initiatives, such as analyses, reports, or other activities.

-Interact with various internal and external partners, managers, operating divisions, and departments to ensure deadlines are met and project deliverables are on track for completion.

Work Location: 33 Beaver Street

Hours/Schedule: Monday-Friday 9AM-5PM

Minimum Qualifications

1. A master’s degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee
benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area; or
2. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) and three years of satisfactory full-time professional experience in the areas described in “1" above.
